Truth Wins Out today urged Congress to deny financial aid to Uganda if the country passes a draconian bill that would trample the fundamental rights of the nation’s gay, lesbian, bisexual and transgender population. The Anti-Homosexuality Bill 2009 threatens sexual minorities with cruel and usual punishment for simply existing.
On Friday, four members of Congress wrote a powerful letter to Secretary of State Hillary Clinton to express alarm over the proposed law.
“This egregious bill represents one of the most extreme anti-equality measures ever proposed in any country and would create a legal pretext for depriving lesbian, gay, bisexual, and transgender (LGBT) Ugandans of their liberty, and even their lives,” said the bipartisan letter, signed by Reps. Tammy Baldwin (D-Wisc., Pictured), Gary Ackerman (D-NY), Howard Berman (D-Calif.) and Ileana Ros-Lehtinen (R-Fla.). “Particularly given the United States’ substantial contribution to Uganda through the President’s Emergency Plan for AIDS Relief (PEPFAR), we believe swift action is necessary to ensure Ugandan leaders understand this bill is wholly unacceptable and antithetical to democratic values.”

BACKGROUND: Last week, the US pledged to give Uganda $246 million in aid. Truth Wins Out wrote members of the House Subcommittee on Africa and Global Health and the Senate Subcommittee on African Affairs today urging a reconsideration of aid to Uganda if the Anti-Homosexuality Bill 2009 is passed.
The United States embassy in Uganda spoke out last week against the Anti-Homosexuality Bill 2009, calling it a major setback in the promotion of human rights.
“If adopted, a bill further criminalizing homosexuality would constitute a significant step backwards for the protection of human rights in Uganda,” the embassy’s public affairs officer Joann Lockard said in an email. “We urge states to take all necessary measures to ensure that sexual orientation or gender identity may under no circumstances be the basis for criminal penalties, in particular executions, arrests, or detention.”
“We commend the Obama administration for standing up to injustice and tyranny against sexual minorities in Uganda,” said TWO’s Besen. “We hope that leaders in Uganda understand that their efforts to persecute GLBT people is a moral affront to core American values.”
Unfortunately, The American Free Press (AFP) reported last week, Ugandan Ethics Minister James Nsaba Buturo said the country would not relent, even as international protests mounted.
“They have come to me in great numbers and we are discussing it diplomatically but we are also telling them to mind their own business. They have no mandate whatsoever to come and say: ‘Your values are wrong, mine are right’,” he said. “We are really getting tired of this phrase human rights. It is being abused. Anything goes, and if you are challenged? ‘Oh, it’s my right’. Anal sex? Human rights. Robbery? Human rights. All sort of nonsense? Human rights,” Buturo said.
Asked about donor nations and human rights campaigners opposed to the bill, Buturo was again defiant, according to AFP.
“We have told those sources we are not going to compromise our integrity. And they are appalled. They cannot believe that Uganda says, on certain issues we are not going to sell our soul,” he said.
Truth Wins Out called Buturo’s attack on international concern disingenuous and untruthful.
“Uganda’s President Yoweri Museveni has allowed American evangelical groups to use his nation as a laboratory for socially conservative policies,” said TWO’s Wayne Besen. “So, it is outrageous and dishonest for Ugandan leaders to suddenly protest human rights advocates as meddling outsiders.”
According to Public Research Associates, Rev. Rick Warren, pastor of Saddleback Church, is friends with Archbishop Henry Orombi and Pastor Martin Sempa, who are pushing for passage of this bill. While in Uganda in March 2008, Warren said that that homosexuality is not a natural way of life and not a human right.
The Fellowship, (aka The Family) one of America’s most powerful and secretive fundamentalist organization’s, converted Uganda’s President Yoweri Museveni to its anti-gay brand of Christianity, which is the “intellectual” impetus behind the anti-gay crackdown. The clandestine organization’s leader, Doug Coe, calls Museveni The Fellowship’s “key man” in Africa, according to Jeff Sharlet, author of “The Family.”
Last Spring, a U.S. delegation of anti-gay fundamentalists attended a conference in Kampala that pledged to “wipe out” homosexuality. Americans who were present include Don Schmierer, an Exodus International Board member, holocaust revisionist Scott Lively, and the International Healing Foundation’s Caleb Lee Brundidge.
“For the past decade, evangelical leaders in America have claimed that they love gay people,” said Besen. “It is time they back up their syrupy words with action. If they fail to act, they will be held responsible for their spread of ignorance and intolerance that helped light the fuse for this oppressive law.”

I come from Uganda, and many of us, that is the common poeple never see that aid money. It is ofcourse being used up in the corrupt circles of the government. But some of people dont really care anymore. So I guess many of us dont care about the millions of dollars you are sending.We have to come to accept that is the way things are. To address your points:
1. We know the aid money is often funneled directly to corrupt leaders and often doesn’t reach the people. We hate that. However…
2. We DO send a lot of money, and not just us, either, but wealthy nations around the world, both through our governments, and through private initiatives, and a lot of it IS used to help people.
3. This has nothing to do with you being Africans. That might sound convenient, to play the “Oh, those mean Western countries just don’t understand us, they think they’re better than us” card, but it’s a lame argument. South Africa has marriage equality, and they figured that out all by themselves. So what’s Uganda’s problem?
4. America may be “going down” in your eyes, but it is still the most powerful nation in the world. Wishful thinking? But to say that the US is “going down” because of gay people, you’d also have to believe that Australia, Sweden, the United Kingdom, Ireland, Spain, Canada, Germany, Israel, and dozens of other nations which are MORE supportive of gay people than the US are “going down” as well. Surely you’re not suggesting something so ridiculous.
5. Abortion is not “murder.” But I’d point out that, in our country where abortion is legal, we have a far lower abortion rate than YOUR country, or really any other nation in sub-Saharan Africa. Perhaps when the procedure is safe, legal, and rare, and people are given all the real information (SCIENTIFIC information, not religious information), that leads to abortion rates.
6. As to “why” Bahati wants gays killed and “which gays” he wants killed, who gives a flying f*ck? Should we have asked which Jews Hitler wanted dead and why? Should we be asking which people in Darfur the janjaweed want to kill the MOST, and asking them WHY? For god’s sake, no.
7. The crap about gay men “forcing” children into sex and giving them AIDS is just a lie from your government. Your corrupt government, which keeps aid money from your people, remember? 11. Science, something we also do a lot of in democratic nations, says that gays ARE born that way. The Bible is not a science textbook. In fact, it has little to say about the modern world.

Enid, the people the bill proposes to put to death, aren’t just “people that force children below the age of 18 into anal sex and infect with them with HIV/AIDS”, that’s just a smoke screen for the real target. The bill proposes life imprisonment for any innocent act of same sex sex between consenting adults and death for more than one act of same sex sex between consenting adults. The real targets of this bill are loving gay couples who are harming no one. The fact that western countries aren’t proposing such atrocities shows beyond a shadow of a doubt they are far more enlightened than the barbarians in Uganda.

And presumably one of the corrupt purposes for which it is used in Uganda — and for which it is proposed that it be increasingly used — is pursuing, prosecuting, imprisoning and executing innocent gay people who are having consensual gay sex with other adults.
Sometimes there is no alternative to imprisoning people, but it’ expensive. Here in the UK the total cost of keeping one person in prison for a year is 31% more than my annual salary when I was a senior teacher. How much it costs in Uganda I don’t know, but it can’t be cheap.
All the more reason why nations who have a more civilized attitude to gay people should stop coughing up money to a government which is willing to waste money in this wicked way.
1. In my opinion, there is alot of hypocrisy written all over the so called aid money. If America knows that the money is not being used for the right reasons, why threaten to withdraw because of policies America doesnt agreee with.
2. I have no idea why donors send money to Africa. If it was indeed to help the poor, hungry and the like, and these donors know all the corruption of the African countries, why is that they still send the money? If they really care… But I doubt!
3. VERY LITTLE OF THAT MONEY IS USED TO HELP PEOPLE. It is used to buy cars, set up offices, run projects, pay salaries, by the time, it gets to the grass roots, its a joke. But ofcourse America will keep sending… and a few Africans will keep getting lucky.
4. The typical black African South African is facing the same problems. However as a country and the policies they use, I dont consider them as any other nation in sub saharan Africa. The country was run by white men for as long as any of us can remember. It has only experienced African leadership for only less than 20 years. How do you expect the real system to change in such a short time. Their GDP is higher than any other country in sub Saharan Africa. They are on a different course.
5. Reasons I know America is going down: social injustices, the economic melt downs, a population with hardly a moral compass, pride and many other reasons that I can not see but you can if you open your eyes since you live there.
6. But that is what history has shown us: they go up and they come down. Too bad America hasnt been there as long as the others or experienced as much direct control as the others. Roman Empire, the Persian Empire, Europe etc.

No, it was not removed Enid, it calls for life imprisonment for one innocent act of same sex sex and the death penalty for more than one such act. David Bahati has come out recently and stated unequivocally that under no circumstances will he remove the death penalty or modify this bill in any way to prevent the persecution of innocent gays.

Your outrageous lies impress no one – no one said it is fine for anyone to rape another and infecit them with HIV. We don’t believe that and we never said that. Enid, if this bill was solely about punishing HIV positive child rapers whether or not gayness is a learned behavior would be irrelevant to this discussion. You only bring it up because despite your lies about this bill not being strictly about destroying gays, that IS what it is really about for you. If this bill was solely about punishing those that would infect children by raping them, it wouldn’t only single out same sex rape, it would punish a man raping a girl in the same way. It doesn’t, because it is not at all about punishing those who would rape and infect children, its about destroying gays and creating the false impression that gays are child rapers and heterosexuals are not.
The fact is, its irrelevant whether or not gayness is a learned behavior or a choice. Behaviors or choices that harm no one must never be punished in a moral and just society, the kind of society you don’t have in Uganda.

No scientific study is “irrefutable.” But there are no credible studies out there that refute all the evidence that points to homosexuality being inborn. I don’t need to search all the studies for you. If you had an open mind, you could visit Google for yourself. If you need the URL, let me know.

Studies show that males are more likely to be gay the more older brothers they have, women with same chromosone deactivation are more likely to have gay sons, gayness is correlated with hair whorls, finger length, finger print patterns, gay men respond to pheremones like straight women, gay men and straight women have similar mental abilities while lesbians and straight men have similar mental abilities, brain structures related to sexuality are similar in size in gay men and straight women and similar in lesbians and straight men, eyeblink rates are similar between straight men and lesbians and similar between straight women and gay men.
Taken apart none of these may provide conclusive proof that gayness is biologically determined, but taken together they paint a picture of the biology of gayness that is extremely hard to refute. This is why the vast majority of scientists accept that gayness is largely an inborn trait. The tired old anti-gay theory of distant fathers causing gayness has no evidence whatsoever backing it up and has been rejected by every mainstream professional psychological organization.
